The antenna comprises an antenna array and a first BUTLER network; the antenna array comprises multiple radiation elements arranged perpendicularly; the first BUTLER network comprises n input ports and m output ports; each of the m output ports is respectively connected with at least one radiation element in the antenna array and the radiation elements in the antenna array connected with the m output ports are located in a vertical plane; the n input ports in the first BUTLER network respectively receive a signal, and after phase modulation and amplitude modulation of the first BUTLER network, n groups signals of phase distribution combination are output through the m output ports, wherein each group of phase distribution combination comprises m phases and each output port respectively outputs the signal of one phase in each group of phase distribution, and n beams which are distributed with a certain angle in the vertical plane are radiated through the multiple radiation elements connected to the m output ports.
