<P>PROBLEM TO BE SOLVED: To make it possible to perform switching control of an access destination while suppressing an influence on communication. <P>SOLUTION: Blocking means 1b blocks communication of a request transmitted by a first device 2 destined to a second device 3 at a section from a network device 4 placed on a communication path between the first device 2 and the second device 3 to the second device 3 by remote control via a network N. Alternatively, the blocking means 1b blocks communication of a reply transmitted by the second device 3 destined to the first device 2 by remote control via the network N.
