PROBLEM TO BE SOLVED: To provide a binder composition for electrode excellent in storage stability and used in manufacturing an electrode offering excellent adhesion and charge-discharge behavior.

SOLUTION: A binder composition for manufacturing an electrode for a power storage device in accordance with an embodiment of the present invention contains a polymer (A), a carboxylic acid or a salt thereof (B), and a liquid medium (C). The concentration of the component (B) in the binder composition is in the range of 20 to 10,000 ppm.
