<P>PROBLEM TO BE SOLVED: To provide a capacitor capable of shortening pre-doping time of an alkali metal ion, for example, lithium ion or the like. <P>SOLUTION: A positive electrode includes: a transition metal oxide obtained by releasing an alkali metal from an alkali metal transition metal complex oxide; and an activated carbon. In a negative electrode active material contained in a negative electrode, occlusion and release of the alkali metal are possible, the alkali metal is occluded and the power storage amount by occlusion of the alkali metal is greater than that by absorption of cations.
