<P>PROBLEM TO BE SOLVED: To provide a plant monitoring control device that notifies an operator of guidance required to restore a control state of a plant to a normal control state when multiple alarms are simultaneously activated and allows the operator to select optimum guidance from the notified guidance. <P>SOLUTION: A plant monitoring control device of one embodiment determines whether or not a control state of a plant is abnormal and connects a plurality of tag data containing control value information and alarm information to a controller for executing management and notification thereof. In the plant monitoring control device, an alarm relevance factor is calculated on the basis of a number of pieces of alarm information in each of the plurality of notified tag data, a number of alarms indicated by activated alarm information in read state information, and a number of alarms conforming to one another out of alarms indicated by the alarm information and the alarms indicated by the activated alarm information.
