CENTRAL CONTROL APPARATUS AND METHOD FOR OPERATING BASED ON THE ENERGY EFFICIENCY OF BASE STATIONS IN MOBILE COMMUNICATION SYSTEM

PURPOSE: A central control apparatus capable of being operating based on the energy efficiency of a base station in a mobile communication system and a method thereof are provided to assign terminals in the base stations activated in the energy efficiency order, thereby converting the base stations which have not been assigned the terminals into a sleep mode. CONSTITUTION: A traffic demand receiving unit(312) receives current location and the necessary traffic demand from terminals. A traffic demand calculating unit(314) calculates each traffic of the base stations which have not been assigned the terminals. A base station efficiency calculating unit(316) calculates each energy efficiency of the base stations which have not been assigned the terminal. A base station manager(318) confirms and operates a base station with the best energy efficiency. The base station manager assigns terminals corresponding to the area of the base station with the best energy efficiency.
