PROBLEM TO BE SOLVED: To provide a pharmaceutical for preventing or treating disorder accompanied by ocular angiogenesis and/or elevated ocular vascular permeability, which can reduce dosage of anti-VEGF medicine, lessen frequency of administration, and improve effectiveness.

SOLUTION: This pharmaceutical is composed of a combination of the anti-VEGF agent and a hidantoin derivative represented by formula (I) or pharmacologically acceptable salt thereof; the anti-VEGF agent is selected from the group consisting of a VEGF ligand inhibitor (VEGF-Trap EYE is excluded), the VEGF receptor antagonist and VEGF-related nucleic acid medicines.
