A circuit board (5) is equipped with a discharge electrode (2), a water supply unit (3) for supplying water to the electrode (2), a high voltage application unit (4) for generating an intense electric field to electrostatically atomizing the water supplied to the electrode (2), an air blower unit (9) for releasing charged water microdroplets generated in the electrode (2) through brown air, and a cover (10) having an air inlet port (11) and a discharge port (12) through which the charged water microdroplets are to be discharged. The cover (10) attached to the substrate (5) can cover the electrode (2) and the water supply unit (3). The air inlet port (11) provided in the cover (10) faces the air blower unit (9).
