PROBLEM TO BE SOLVED: To individually control switching elements of respective power storage modules without need for using a transformer as another apparatus.

SOLUTION: The present invention comprises: power storage units which are connected in series to a plurality of battery groups each being constituted of a plurality of battery cells or a plurality of battery blocks, and series circuits constituted of first coils and first switching elements, which are connected in parallel to each of the battery groups of the plurality of power storage units connected in series. The present invention further comprises: second coils electromagnetically coupled to the first coils; second switching elements connected in series to the second coils; and a control section which supplies a control pulse signal to the first switching elements and the second switching elements in order to make voltages of the plurality of battery groups equal to each other. The control section individually controls switching operations of the first switching elements and the second switching elements.
