PROBLEM TO BE SOLVED: To facilitate assurance of voltage-withstanding of a switching element.

SOLUTION: The present invention comprises: a plurality of battery sections each being constituted of one battery cell, a plurality of battery cells or a plurality of battery blocks; a series circuit comprised of a first coil and a first switching element, each being connected in parallel to the battery section; a second coil electromagnetically coupled to the first coil; a second switching element connected in series to the second coil; a voltage supply section that sharing-supplies a voltage preset to a value not in excess of the withstanding voltage of the second switching element to both ends of the series circuit of a plurality of second coils and second switching elements relating to a plurality of battery sections; and a control section that supplies a control pulse signal to the first switching element and the second switching element for voltages of the plurality of battery sections to be equal to each other.
