<P>PROBLEM TO BE SOLVED: To suppress an increase in waiting time for a user to start image formation in starting using a process cartridge, and release an aggregation state of toner with a simple configuration. <P>SOLUTION: An image forming apparatus includes a motor 11 that drives a developing roller 3e and a stirring member 3m, and a motor 12 that drives a photoconductor drum 3b.
