<P>PROBLEM TO BE SOLVED: To provide a developing device in which a toner hardly remains on a surface of a developing roller and which can be decreased in size of the device and increased in speed, and to provide an image forming apparatus mounted with the same. <P>SOLUTION: A developing device comprises: a housing (30) which has an opening facing an image carrier (5); a magnetic roller (50) which is disposed inside the housing and forms a magnetic brush by a carrier and toner; and a developing roller (60) which has a resin coating layer on a surface and which forms a thin layer of the toner transferred from the magnetic brush in the opening. Volume resistivity value of the coating layer is 1×10<SP POS="POST">5</SP>Ωcm to 1×10<SP POS="POST">9</SP>Ωcm, arithmetic surface roughness of the coating layer is 0.4×10<SP POS="POST">-6</SP>m to 1.5×10<SP POS="POST">-6</SP>m and duty ratio of an AC component of a developing bias satisfies 40% to 60%. <P>COPYRIGHT: (C)2013,JPO&INPIT |
