[Problem] To provide a technique that makes it possible to indirectly induce a major connection destination of data communication using a mobile telephone to pay charge for equipment usage to a communication provider. [Solution] A communication speed control system (40), which is disposed between a service providing server (14) on the Internet (12) and a smart phone (10), comprises: a communication amount storage unit (58) in which the amount of data communication between the smart phone (10) and the server (14) has been stored with the amount of data communication associated with the IP address of the server; an out-of-regulation storage unit (60) in which the IP address of the server (14) related to a particular service provider is registered as out-of-regulation; a packet reading unit (42) that extracts the IP address of the server (14) from a packet when the packet has been exchanged between the particular server (14) and the smart phone (10); a communication amount management unit (56) that refers to the communication amount storage unit (58) and calculates an accumulated data communication amount of the IP address; a process rule management unit (54) that determines that a band limitation is necessary when the accumulated data communication amount exceeds a threshold value and the IP address has not been registered as out-of-regulation and that determines that no band limitation is necessary when the accumulated data communication amount is equal to or less than the threshold value and when the IP address is out of regulation even if the accumulated data communication amount exceeds the threshold value; and a packet sending-out unit (46) that sends out the packet at an ordinary communication speed if no band limitation is necessary and that sends out the packet at a lower speed if the band limitation is necessary.
