The device has a set of rotors, a cover sheet, an internal frame, an outer frame, and a set of drive motors that is utilized for driving the rotors in different phases. The phases are classified as sleep phase, start-up phase, work phase, upper reversal point, another work phase and lower reversal point. The rotors are allowed to rotate in opposite directions and arranged with necessary spacing for receiving wind energy.
