<P>PROBLEM TO BE SOLVED: To provide a bill bundling/arranging device capable of discharging rejected bills, thereby facilitating the handling after the discharge of the rejected bills without enlarging and complicating a configuration. <P>SOLUTION: The bill bundling/arranging device counts bills by classifying them according to denomination, accumulates the counted classified bills in temporary accumulation parts respectively, and bundles and arranges the bills for every predetermined number of bills. The inserted bills are discriminated by a discrimination section for classification, there are bills discriminated as those out of the scope of the processing, and the bill bundling/arranging device includes a discharge part for discharging the bills out of the scope of the processing.
