PURPOSE: A retardation device is provided to reduce a manufacturing cost while maximizing space utilization by stably implementing a high retardation ratio in a small outer shape. CONSTITUTION: A housing(110) includes a body(120) and a cover(130). The body includes a penetration hole at the central part of lower surface. The body includes a first internal gear part at the lower part of an inner wall. The body includes an installing protrusion at upper side. The cover is combined with the upper side of the body to be separated. A rotation body(140) has a shape opened to the lower side and includes a second internal gear part at the inner wall. The rotation body includes a fitting groove at the center of lower surface. The rotation body includes an output shaft at upper surface. An input shaft(150) is inserted inside the body through the penetration hole. The fitting groove of the rotation body is supported at the input shaft. The input shaft is connected to a rotation unit. A balance gear is eccentrically combined with the input shaft with a bearing. A power transmission gear is positioned at the upper part of the balance gear. The power transmission gear delivers the torque of the input shaft.
