<P>PROBLEM TO BE SOLVED: To prepare an optimum operation plan by creating a plan in consideration of a work style of a user, and enhance energy-saving consciousness of the user while promoting energy-saving activity. <P>SOLUTION: Based on information on the operation plan of each apparatus constituting each electrical facility, which is input by each employee, and information on the work style of each employee, the operation plan of each apparatus constituting each electrical facility is prepared. Thereby, the optimum operation plan corresponding to the work style of the employee is prepared.
