PURPOSE: A panel manufacturing device for a boiler water wall and a manufacturing method thereof are provided to decrease failure rate and to improve production efficiency by simultaneously welding an upper and lower surface of a metal plate and a pipe unit so that turning work is not necessary. CONSTITUTION: A panel manufacturing device for a boiler water wall comprises a welding part(50), a roller part, and a correction part. The welding part includes a panel by attaching a plate unit(20). The plate unit is extended to both sides of a pipe unit(10) in a longitudinal direction. The pipe unit includes a fluid path inside. The roller part supports the plate unit in the direction of the pipe unit and moves the plate unit and the pipe unit into a welding unit(52). The correction part flattens a curved surface of the panel in which the welding is completed in the welding part.
