<p><P>PROBLEM TO BE SOLVED: To perform the data transmission of a preset rate distribution when a plurality of transmission devices and a plurality of reception devices facing each other execute data transmission at the same time. Ž<P>SOLUTION: A transmission rate designation part 52 of this rate control device 5 acquires reception rates of reception devices 3-1 to 3-n which are measured in increasing the transmission rate of one transmission device 2-x, and calculates amounts of changes of the reception rates. the transmission devices 2-x, 2-a, ... in which the total of the amounts of the changes of the reception rates are regarded as 0 are determined, and they are considered as devices sharing a bottleneck link. The total value of the reception rates in the reception devices 3-x, 3-a, ... is allocated to the transmission rates to become a rate distribution preset to the transmission devices 2-x, 2-a, ....
