PURPOSE: A voice guiding device on a handrail for the blind and a voice guiding method thereof are provided to guide the blind through a voice when a hand passes by two sensors installed on a walking guideboard of a handrail, or an input signal is generated through a push-button switch. CONSTITUTION: A CPU receives a voice guiding request signal according to the operation signal of a sensor part of a voice guiding device, installed on a walking guideboard of a handrail, or a push-button switch(S310). The CPU checks if the voice guiding request signal is a detection signal from the sensor part or an operation signal of the push-button switch(S320). If the voice guiding request signal is a detection signal from the sensor part, the CPU checks if detection is successively made by a second sensor within a fixed time after the detection signal by a first sensor of the sensor part is generated(S340). If detection is made by the second sensor within a fixed time after the detection of the first sensor, the CPU outputs a voice stored in a memory through a speaker, and guides the blind to the front(S360).
