PURPOSE: A touch on lens device and a manufacturing method thereof are provided to improve the efficiency of mass production and maintain excellent mechanical property by selecting a laminate method. CONSTITUTION: A plastic layer(22) is formed on a substrate(21). A touch layer is formed on the plastic layer for constructing a touch film through the touch layer and the plastic layer. The touch film is separated from the substrate, and touch modules cut the touch film. The touch modules are laminated on a reinforced lens. The plastic layer includes a polyimide layer or a polyesterimide layer. The touch layer includes a sensing pattern is formed by a photo etching process.
