PURPOSE: A leakage detecting device and an electric car battery charger are provided to accomplish perfect insulation after detecting leakage current in a power supply device of a non-ground system. CONSTITUTION: An AC leakage breaker(224) detects leakage current in the process that AC power is inputted in a battery charger and blocks the supply of the AC power when the leakage current breaks out. A converter(226) converts the AC power into DC power. An inverter(228) inverts the DC power into the AC power. A transformer(230) transforms the inverted AC power in desire voltage and electrically insulates electricity difference between the battery charger and a power supply unit. A rectifier(232) rectifies the AC power and creates desire DC electricity. A DC leakage breaker(236) detects leakage current in the process that the DC electricity is supplied to an electric car and blocks electric connection between the battery charger and the electric car when the leakage current breaks out.
