PURPOSE: A method for estimating a motion vector using a classifier and a device using the same are provided to predetermine whether block motion is estimated by the classifier. CONSTITUTION: It is determined whether block motion is estimated by a feature vector(S140). Blocks are classified into a first block whose motion is estimated and a second block whose motion is not estimated. A predictive block is generated by predicting motion of the first block(S150). A predictive block is generated by not predicting the second block. A one bit conversion is performed on a reference frame and a current frame.
