PURPOSE: An IP(Internet Protocol) access maintaining device in a portable terminal and a method thereof are provided to determine a transmission period of a keep-alive message by using a service quality gap of an application and a service including a push function. CONSTITUTION: A portable terminal includes a controller(201) and a memory unit(207). A memory unit stores service quality corresponding to a plurality of applications or services. The control unit confirms whether the memory unit stores the service quality corresponding to a plurality of the applications or the services. When the memory unit stores the service quality corresponding to a plurality of the applications or the services, the control unit periodically transmits the keep-alive message for maintaining IP connection by using the first service quality.
