The element (10) has a portion and a set of cells (13, 13') that is intended to contain aggregate, and an anchoring unit (14) arranged on a surface. A passage unit is utilized for passage of body of an element of solidarization. The anchoring unit is connected to certain walls of certain cells by a set of reinforcement elements. A contour is delimited by a wall defining a frame. A set of easing slits is placed transversely in a frame (12).
