PURPOSE: A smart mat for recognizing a non-restriction action and increasing a physical activity and a system thereof are provided to recognize the physical activity of a target person with a simple mat-type device. CONSTITUTION: A smart mat(110) measures an action of a target person through a sensor unit. A gateway(120) transmits a sensor signal received from the smart mat to an action recognition unit(180) at a predetermined time. The action recognition unit recognizes the type and the frequency of an action of the target person through the sensor signal. An target person management server(130) transmits action information to a person concerned. The target person management server transmits a health arbitration command to the gateway.
