The device has a tap (5) whose opening is obtained by depressing an elastic capsule located on a top or at an end of the tap. A horizontal shaft (2) is equipped with a pinion (3) inserted into a toothed rack (7). A direction of sliding motion is perpendicular to the elastic capsule with which the tap is equipped with a hard-bound pack (6). The shaft approximately comprises a milling unit compared to the elastic capsule, and a pawn sliding in a boring at a bottom of the milling unit.
