PURPOSE: A handover device of a portable terminal and a method thereof are provided to reduce overhead in the portable terminal by providing priority to a cell including high reception quality in various wireless communication environments. CONSTITUTION: When checked communication sensitivity is under the set communication sensitivity, a determination unit(103) reflects the moving speed of a portable terminal to the sensitivity. The determination unit selects service areas of one or more neighbor networks in which the checked communication sensitivity is higher than the set communication sensitivity. The determination unit reflects the improvement of the communication sensitivity to the portable terminal in the selected service areas of the neighbor network. The determination unit selects one or more second network service areas. An execution unit(104) performs handover to the selected service area in the second network.
