PURPOSE: An apparatus for controlling turbine overspeed and a method thereof are provided to reduce the speed of a turbine running in parallel in a power system when a breaker is open during the normal operation of the turbine, by reapplying lost load by applying breaking load and blocking working fluid, thereby controlling the turbine overspeed. CONSTITUTION: An apparatus(100) for controlling turbine overspeed comprises a speed detecting unit(110), a breaker state determining unit(120), and a control unit(130). The speed detecting unit detects the rotation speed of the turbine by receiving the rotation speed of a rotor of the turbine from a speed sensing unit which is installed adjacent to the rotor. The breaker state determining unit determines the operation state of the breaker by receiving the signal from the breaker which connects the turbine with a power transmission system. The control unit checks the occurrence of turbine overspeed based on the rotation speed of the turbine and the signals about the operation state of the breaker, generates a signal for suppressing overspeed, controls the application of breaking load, and blocks working fluid. The control unit generates the signal for suppressing overspeed when the rotation speed of the turbine exceeds a predetermined reference value or when the breaker is open.
