<P>PROBLEM TO BE SOLVED: To provide an achievement evaluation method of cool biz or warm biz contributing to determination of whether or not it is possible to make an indoor environment or energy efficiency satisfactory by grasping a current situation of cool biz in summer and warm biz in winter for one building to evaluate the level of achievement. <P>SOLUTION: Average temperature in an object period at a plurality of places is measured for a target building, and which of an achievement temperature area where cool biz has been achieved, a non-achievement temperature area where cool biz has not been achieved, and a hindering temperature area where the achievement of cool biz is hindered includes the average temperature is determined, and the rate of the number of measurement places including the average temperature is plotted on a circular graph.
