<P>PROBLEM TO BE SOLVED: To stably perform lateral seal even if a pair of seal jaws are rotated at a high speed. <P>SOLUTION: This bag-making and packaging machine for filling a product while performing bag-making comprises a pair of first and second seal jaws 51a and 51b, a first cam 52a, a second cam 52b, a first support mechanism 53a, and a first rotation member. The first and second seal jaws 51a and 51b laterally pinch a tubular film conveyed in a downward direction to perform lateral seal. The first cam 52a includes a first cam surface on the outer periphery. The second cam 52b includes a second cam surface on the outer periphery. The first support mechanism 53a supports the first seal jaw 51a, and annularly moves so that the first seal jaw 51a abuts against and separated from the tubular film. The first rotation member annularly moves the first support mechanism 53a.
