This wireless communication system is provided with a first wireless base station that forms a first cell, a second wireless base station that forms a second cell, and mobile station that communicates wirelessly with the wireless base stations. The first wireless base station is provided with: a wireless communication unit; a resource setting unit that sets the number and disposition of each of a first resource for the wireless communication unit to perform wireless communication, and a second resource for the wireless communication unit to stop wireless communication, in accordance with a parameter that affects the communication volume of the first wireless base station and the second wireless base station; and a communication control unit that controls the wireless communication unit in such a manner that wireless communication is performed for each first resource set by the resource setting unit, and wireless communication is stopped for each second resource set by the resource setting unit.
