Provided is a flood-protection-plate device that improves the reliability of the operation of a flood-protection plate. Said flood-protection-plate device is provided with the following: a flood-protection plate (17) formed so as to be able to rise from a road surface and hold back water in order to prevent a building or the like from being flooded from a passageway; a trough-like flood-protection-plate-containing pit (14) formed below the road surface so as to be able to contain the flood-protection plate; a trough-like water-collection pit (13) that is formed such that water can flow into said water-collection pit during flooding and is provided in the passageway in which the flood-protection-plate-containing pit is formed; a water-collection bucket (16) which is a container that is disposed inside the water-collection pit, stores water that has flowed into the water-collection pit, and is formed so as to be able to descend within the water-collection pit due to the weight of the stored water; and a transmission mechanism (31) that couples the flood-protection plate to the water-collection bucket either directly or via another member and converts the force produced by the descending water-collection bucket into a force that raises the flood-protection plate. The transmission mechanism is provided with a flood-protection-plate descent-prohibition means (39) that prohibits the flood-protection plate from descending after having risen.
