<P>PROBLEM TO BE SOLVED: To combine network band control technology by transmitted data adjustment performed by using a feature of video data which is hierarchically encoded and image recognition technology for detecting a type of a transmitted video, to perform a processing in a video distribution device relaying communication between video terminals and to transmit the video data by resolution, a frame rate and SNR, which are optimum for the type of the video. <P>SOLUTION: A video distribution device includes: partial decoding means for decoding a part of a hierarchy in encoded data which is received from a video terminal and includes a plurality of hierarchies; video type discriminating means for discriminating the type of the video in the decoded video data; preferential hierarchy designating means for designating the hierarchy to which priority is given on the basis of a discrimination result; and hierarchy cut-out means for generating adjusted encoded data obtained by removing a part of the hierarchy included in the encoded data while the designated hierarchy is preferentially left.
