PROBLEM TO BE SOLVED: To efficiently extract ternary random numbers from binary random numbers.

SOLUTION: Provided is an information processing device equipped with a binary random number generation unit for generating a binary random number sequence represented by M bit (M≥2) binary numbers, and a ternary sequence generation unit for generating a k bit binary sequence by separating the binary random number sequence in increments of k bits and for generating a ternary sequence in which the k bit binary sequence is represented by the ternary number of L symbols (where, L represents the maximum integer satisfying 3L≤2M). The ternary sequence generation unit generates the ternary sequence by representing k bit binary sequence X satisfying X≤3Las the ternary number of L symbols.
