<P>PROBLEM TO BE SOLVED: To achieve smooth speed change operation in a bicycle to assist running by an electric motor. <P>SOLUTION: The bicycle control device is a device that controls the bicycle that has a hub transmission 120 and the electric motor 142 for the running assistance, and includes an assist output control section 13.
