A light control film having two transparent electroconductive resin substrates and a light control layer sandwiched between the two transparent electroconductive resin substrates, the light control layer including a resin matrix and a light-adjusting suspension that is dispersed in the resin matrix, the light control film being characterized in that the water contact angle at end portions of the electroconductive surfaces of the transparent electroconductive resin substrates is 8-95°.
