The burner (1) has two concentric annular channels (3,4) for the oxidizing agent. One of the annular channels is provided with swirl device at predetermined angle with respect to central axis (15). The control valves (16,17) are arranged for variable division of total supply of oxidant amount to the annular channels. An oxidant annular gap (18) is provided to mix the portion of oxidant amount from annular channels before emerging to opening (10) of burner portion. The oxidant of one annular channel is oxygen, and the oxidant of another annular channel is water vapor. An independent claim is included for method for performing operation in burner.
