Disclosed is a method for detecting a mobility state, which comprises: a user equipment (UE) obtaining speed estimation parameters of cells through which the UE passes (101); the UE, according to the speed estimation parameters, determining the number of cells for detecting a mobility state (102); and the UE, according to the number of cells for detecting a mobility state, detecting the mobility state of the UE. Further disclosed are a UE and a base station. According to the solution provided in the present invention, an error, caused by that the number of cells for detecting a mobility state is counted using the same standard for cells having different cell characteristics during the detection of a mobility state of a UE in a heterogeneous network, is avoided, thereby increasing the precision of detecting the mobility state of a UE.
