PROBLEM TO BE SOLVED: To provide a shutter device, wrapping method, and method and device for producing wrapped food, which can form a seal part side of a skin material thinner than the opposite side of the skin material when producing the wrapped food in which a filling material is wrapped by the flat skin material.

SOLUTION: There is provided the shutter device in a wrapped food producing device 1 for producing the wrapped food 55 in which the filling material 43 is wrapped by the skin material 25. The device includes dough-holding means 35, 37 for holding the periphery 25E of the skin material 25 and gathering it to the center part on a pressing surface 31 for which a plurality of shutter pieces 23 openably/closably arranged on the shutter device 5 press the periphery 25E of the skin material 25 to the center side for wrapping the filling material 43 with the skin material 25.
