<P>PROBLEM TO BE SOLVED: To provide a step computing device capable of setting a dead zone period by using a parameter different from a walking interval and an active mass meter including the same. <P>SOLUTION: The active mass meter performs step count processing of updating a count value of steps on the basis of a detection value of an acceleration sensor, and dead zone period calculation processing of calculating a dead zone period S in which the detection value of the acceleration sensor is not reflected on update of the count value of the steps. In the dead zone period calculation processing, a period of updating the count value of the steps is defined as an update period, and a size of the dead zone period S is changed according to the detection value of the acceleration sensor in the update period. To put it concretely, when an acceleration change amount A which is a difference between a peak value of acceleration G of the update period of this time and a peak value of the acceleration G of the update period of a previous time is off a prescribed range AX and when the peak value of the acceleration G has decreased, the dead zone period S is increased and corrected.
