PURPOSE: A device for collecting aquatic organism seed and hatching fish is provided to prevent a vessel which moves on the sea because of freely controlling installation core of buoyancy member from being damaged by controlling buoyancy of buoyancy body. CONSTITUTION: A device for collecting aquatic organism seed and hatching fish comprises a buoyancy body(10) which can control buoyancy by controlling air charge amount of internal space(S), at least one standing line(20) which is extended and connected to one side of buoyancy body; an anchor(30) which fixes buoyancy body connected to a standing line; and several seed collection body units(40) which provide an environment for seed collection fish being hatched by attaching seeds of aquatic organism. A buoyancy body comprises a cylinder typed body(12) having sealed interior space by molding with polyethylene resin; an inlet hole(14) created in the side wall of body; a vent(15) which exhausts water or air to external space; an inlet port opening/closing valve(16) which opens or blocks injection of air or water to the inside of buoyancy body through inlet port; and a vent opening/closing valve(17) which blocks or opens exhaustion of air or water through a vent to internal space of outside of buoyancy body.
