PURPOSE: A movement loading and unloading vessel and a synchronization system therefor are provided to reduce the loading and unloading time of a container ship at a harbor by loading and unloading while moving with the container ship. CONSTITUTION: A crane(110) moves a container to a movement loading and unloading vessel(100). A fender(120) absorbs shock while avoiding a collision with a task object container ship. The state of the fender is inputted to a synchronization system(130). A position information measuring part provides the position information of the vessel. A communication module obtains the information of other vessels through communicating with the other vessels. A thrust part controls the motion of the vessel. A control part controls the thrust part.
