PURPOSE: A document issuing device and a forged document confirmation system using the same are provided to prevent the forgery of a document by inserting document identity information into an image included in the document. CONSTITUTION: A document extraction unit(113) extracts or searches for a document according to a request for issuing the document. A forged document confirmation information insertion unit(117) inserts forged document confirmation information for confirming the falsification of the document into an image included in the document. A document transmission unit(119) transmits the document including the forged document confirmation information to a terminal which requests document issue. The forged document confirmation information is the document identity information of the extracted document or document content information.
