PURPOSE: A base station control apparatus and a method thereof are provided to control a power transmitting ratio of a femtocell base station in consideration of connected terminals, thereby enabling a gradual reduction of power transmitted from the femtocell base station. CONSTITUTION: A determining unit(111) determines whether terminal which is already connected to a femtocell base station exists or not. If a terminal connected to the femtocell base station exists, a calculating unit(112) calculates a power transmission reduction ratio from the femtecell base station based on the number of connected terminals. A controlling unit(113) reduces the power transmission from the temtocell base station based on the calculated power transmission reduction ratio. The calculating unit calculates the calculated power transmission reduction ratio by applying different weight values according to the kinds of services used by the terminals which are connected to the femtocell base station.
