<P>PROBLEM TO BE SOLVED: To form packaging bags having stable quality even when the operation time in one cycle of lateral seal blocks varies. <P>SOLUTION: Lateral seal time T1, T2 for sandwiching and heat-sealing packaging films with the lateral seal blocks is set beforehand, and a block opening and closing motor is controlled to close the lateral seal blocks just for the lateral seal time in a film parallel running section for performing lateral seal operation of the packaging films. At this time, corresponding to a variation of the operation time S1, S2 in one cycle for the lateral seal time, the lateral seal block varies in moving distance during lateral sealing.
