PURPOSE: An absorbents manufacturing method and a manufacturing device for collecting carbon dioxide are provided to increase the collecting efficiency of carbon dioxide because an amine coating layer collects carbon dioxide by using a chemical absorption reaction. CONSTITUTION: An absorbents manufacturing method for collecting carbon dioxide includes following steps. An amine mixed solution is manufactured by mixing an amine and an organic solvent(S10). A porous pellet is manufactured with the raw material of a deferrization dust sludge(S20). The porous pellet sprays the amine mixed solution(S30). While the amine mixed solution is evenly impregnated on the surface of the porous pellet by heating the porous pellet, the organic solvent in the amine mixed solution is removed(S40).
