<P>PROBLEM TO BE SOLVED: To reduce capacity of a buffer and to easily generate encoded data into which a restart marker is inserted. <P>SOLUTION: An encoding/decoding section 17 performs an encoding processing at every image processing unit constituted of a plurality of encoding units, and generates encoded data. A rearranging/marker inserting section rearranges encoded data generated in the encoding/decoding section 17 in the encoding unit and inserts the restart marker showing separation of the encoding processing that uses correlation with the encoding unit just before as an encoding processing order of one screen. Thus, the capacity of the buffer can be reduced compared to a case when the restart marker is inserted into encoded data before rearranging data.
