<P>PROBLEM TO BE SOLVED: To provide a road body serving as a road as well as a place of refuge, which is capable of being accessed as quickly as possible, surely rescuing human life even in an abnormal state such as large tsunami of which height cannot be assumed, and being effectively utilized also usually, thus having high cost-effectiveness. <P>SOLUTION: A road body 10 is supported on bridge piers 30 and an engaging attitude of the road body with the bridge piers 30 is released when a buoyancy F acts thereon. The road body 10 is used as a road usually, and in an abnormal state in which water level rises and reaches a location above the bridge piers 30 and a buoyancy F acts on the road body, the road body is released from the bridge piers 30 to become a floating body and serves as a place of refuge from a flood disaster.
