<P>PROBLEM TO BE SOLVED: To provide a control device for an alkaline fuel cell which can operate an alkaline fuel cell with high output power and high power generation efficiency, and a fuel cell system using the same. <P>SOLUTION: There is provided a control device comprising: a detection unit 20 for detecting the status of an alkaline fuel cell equipped with a membrane electrode composite body containing an anion conductive electrolyte membrane; a temperature change unit 30 for changing the temperature of the alkaline fuel cell; a current value change unit 40 for changing a current value flowing in the membrane electrode composite body of the alkaline fuel cell; and a control unit 50 connected to the detection unit 20, the temperature change unit 30, and the current value change unit 40, for controlling the temperature change unit 30 so that the temperature of the alkaline fuel cell is raised to a prescribed temperature X or higher, and also for controlling the current value change unit 40 so that a current equal to or greater than a prescribed current value A flows into the membrane electrode composite body at a temperature equal to the prescribed temperature X or higher, for a certain period of time.
